From New Jersey; B.S. from Marymount College, New Jersey; graduate study, Wharton School. Private sector employment with Union Carbide, Myers-Infoplan and others. Government experience included Public Affairs Director at Environmental Protection Agency, Assistant Secretary of the Treasury and Under Secretary of the Interior.

Appointed by Ronald Reagan. Stressed economic growth to enhance welfare of American workers; strong advocate of increased private sector initiatives to reconcile demands of work and family life. Major issues included child care, drugs in the workplace, unemployment insurance, apprenticeship training, older workers and labor market shortages. Formed a blue ribbon workforce quality commission which completed its work on Labor Day, 1989.
